In the world of Shinseina, there exists a venerable and esteemed organization known as the Mage Council, a very old and powerful organization that gathers magic users from throughout their entire world under their name. This assembly of mages and magic users has persevered through countless eras, adapting and evolving with each new age to remain at the forefront of magical study and power. Their primary goal is to further the study of magic, achieve unparalleled mastery, and ensure the arcane arts continue to flourish.

History and Evolution
The origins of the Mage Council trace back to the Eras of old, so far back that they are believed to have existed even before the foundation of the Clans and even records of old history hold mention of them, Over millennia, the Council has witnessed the rise and fall of civilizations, the advent of new magical disciplines, and the continuous evolution of the arcane arts.
Throughout these epochs, the Mage Council has adapted, evolving its structure, practices, and objectives to remain relevant and powerful. With each new Era they change, adapting to the times and learning new magic of the time; expanding their already expansive knowledge base with new information and growing even further.
Gaining new members and old members alike; each of their members grows as they grow, learning as they learn. New fields being tapped into, untouched potential being brought out, and much more.

Leadership: The High Mages
At the helm of the Mage Council are the High Mages, a group of twelve immensely powerful and reclusive mages. Each High Mage is a master of a specific school of magic or a unique arcane discipline, and their combined knowledge and power are said to be unparalleled.
Tales of them have existed for a very long time, yet no one can truly confirm or deny these tales because of how reclusive and unknown they are. They are believed to have been present since the ancient eras, either through extended lifespans granted by their magic or through a succession of titles passed down through generations.
They are immensely powerful, each one of them said to transcend the conventional magical boundaries within their own field of magic. However, they are reclusive, never leaving their areas of research or being seen by the general public. Their mere presence is a symbol of the power of the Mage Council and no one dares to threaten that.

Structure and Factions
The Mage Council is a sprawling and diverse organization, divided into several factions, each focusing on different aspects of magical study and practice. These factions collaborate and sometimes compete, driving the continuous advancement of magical knowledge and prowess.
But the overall goal of the Mage Council never changes, they wish to continuously push the boundaries of magical knowledge through research, experimentation, and the development of new spells and methods. To do this they train and educate new generations of mages, ensuring the arts are passed down and expanded upon.
Closely monitoring and regulating the process of magic throughout the world, expanding their own influence and knowledge as they do so.
Arcane Scholars:
Dedicated to the theoretical study of magic, these mages delve into ancient tomes, uncover lost spells, and develop new magical theories. They are the intellectual backbone of the Council, ensuring the continuous expansion of magical knowledge.
Elemental Conclaves:
Specializing in elemental magic, these conclaves are divided into subgroups based on their elemental affinity—fire, water, earth, air, and more. They explore the depths of elemental control and manipulation, striving to master the raw forces of nature.
Enchanters and Artificers:
Masters of magical craftsmanship, this faction focuses on creating enchanted items, artifacts, and constructs. Their creations range from simple enchanted tools to complex, sentient golems.
White and Life Mages:
Specializing in restorative and life-giving magic, these mages are dedicated to healing, rejuvenation, and the study of life forces. They play a crucial role in preserving the health and vitality of the Council's members and allies.
Diviners and Seers:
Experts in the arts of prophecy, scrying, and foresight, these mages seek to unravel the threads of fate and destiny. Their insights guide the Council's decisions and help foresee potential threats.
Necromancers and Dark Mages:
Delving into the darker aspects of magic, this faction studies the manipulation of death, shadows, and the afterlife. Despite their controversial practices, they are respected for their unique knowledge and abilities.
Battle Mages:
Focused on combat magic and warfare, these mages are trained to use their powers in battle. They serve as the Council's protectors and enforcers, ensuring the organization's safety and dominance.
Rune Masters:
Specializing in the ancient art of rune magic, these mages inscribe powerful runes that can enchant, protect, or destroy. Their knowledge of runes is often considered one of the more ancient and complex within the Council.
